Die Zielgruppe „Lernende in der Berufsbildung“ Zu den förderfähigen Teilnehmenden zählen Lernende und Auszubildende in der nicht tertiären beruflichen Aus- und Weiterbildung sowie Absolvent/-innen dieser Bildungsgänge bis zu 12 Monaten nach Abschluss. Im Folgenden geben wir einige Hinweise und Informationen, die für die Entsendung von Lernenden im Programm Erasmus+ relevant sind. 1.1. Entsendung von eigenen und externen Lernenden Der Programmleitfaden macht keine Vorgaben hinsichtlich der Beziehung zwischen den Lernenden und der entsendenden Einrichtung1. Grundsätzlich geht das Erasmus+ Programm davon aus, dass Einrichtungen eigene Lernende entsenden. Wenn Einrichtungen Lernende anderer Einrichtungen mitnehmen möchten, sind sie für die gesamte Durchführung der Mobilitätsaktivitäten verantwortlich. Diese Verantwortung kann nicht an eine andere Einrichtung übertragen werden. Die Auswahl der Teilnehmenden muss durch die begünstigte Einrichtung selbst durchgeführt werden. Bei anderen praktischen Aspekten der Durchführung wie z. B. der Vor- und Nachbereitung der Teilnehmenden kann die begünstigte Einrichtung Beratung, Unterstützung oder Dienstleistungen durch andere Organisationen in Anspruch nehmen, solange sie die Kontrolle über Inhalt, Qualität und Ergebnisse der Maßnahmen behält. Wenn der Wunsch besteht, die Aktivitäten dauerhaft in Kooperation mit anderen Einrichtungen durchzuführen, ist es erforderlich, sich als Konsortium akkreditieren zu lassen. Es gibt verschiedene Konsortialtypen. Der für ihre Einrichtung zutreffende Konsortialtyp ist beim Ausfüllen des Akkreditierungsantrags auszuwählen. So sind z. B. Behörden und kommunale Selbstverwaltungen, die für die Schulaufsicht oder die Schulträgerschaft zuständig sind, angehalten, mit den ihnen zugeordneten Schulen ein Konsortium zu bilden, wenn sie Lernende dieser Schulen entsenden und dabei Aufgaben der Durchführung dauerhaft (s. o.) an die Schulen delegieren wollen. 1.2. Zugang von Unternehmen und ihren Auszubildenden Unternehmen sind eine zentrale Säule des Berufsbildungssystems in Deutschland. Um die Beteiligung von Unternehmen am Erasmus+ Programm zu ermöglichen, können deren Auszubildende von deren zuständigen Stellen und Arbeitgeber- oder Branchenverbänden als eigene Teilnehmende entsandt werden. Die Voraussetzung ist, dass das Unternehmen Mitglied bei der entsendenden Kammer, dem Arbeitgeber- oder dem Branchenverband ist. 1.3. Poolplätze Es gibt weiterhin Poolplätze, die bundesweit individuellen Zugang zum Programm für Lernende ermöglichen. Die Zielgruppe „Personal in der Berufsbildung“ Durch die Umstellung von einer Förderung von Einzelprojekten auf die Akkreditierung von Einrichtungen unterstreicht die EU-Kommission ihr Ziel, mit Hilfe des Programms Erasmus+ die Internationalisierung von Bildungseinrichtungen gezielt zu unterstützen. Die Mobilität von Personal soll damit noch stärker als bisher auf Ebene der Einrichtungen wirken. Zu den förderfähigen Teilnehmenden zählen neben Lehrkräften und Ausbilder/-innen auch nicht lehrende Expert/-innen, die in der nicht-tertiären beruflichen Aus- und Weiterbildung tätig sind. Beispiele für förderfähig Personen der Zielgruppe „Personal“ finden Sie hier. 2.1. Beziehung zwischen dem Personal und der Einrichtung Grundsätzlich sollen Mobilitätsaktivitäten im Programm Erasmus+ dazu genutzt werden, Personal zu entsenden, das in der entsendenden Organisation, d. h. in der akkreditierten Einrichtung oder bei den Partnern in ihrem Mobilitätskonsortium, tätig ist. Laut Programmleitfaden kann eine Einrichtung auch externes Personal entsenden, wenn die betreffenden Personen „regelmäßig mit [der entsendenden Organisation] zusammenarbeiten, um die Durchführung ihrer Kernaufgaben zu unterstützen“ (Programmleitfaden Version 2 (2021): 8.4.2021, S. 87). Diese direkte Arbeitsbeziehung kann bei Bedarf beispielsweise über einen Arbeitsvertrag oder Honorarvertrag nachgewiesen werden oder anhand einer Aufgabenbeschreibung, die den Beitrag des/der Teilnehmenden zu den Kernaufgaben der entsendenden Einrichtung erläutert. 2.2. Beziehungen zwischen Einrichtungen Darüber hinaus ist es in Deutschland möglich, Personal aus Einrichtungen zu entsenden, zu denen die entsendende Einrichtung eine regelmäßige Arbeitsbeziehung pflegt. Hierfür gelten folgende Bedingungen: 1.
